Business / Department Overview


Capital Risk and Governance (CRG) is a newly formed team within Financial Risk Management with a mandate to provide second-line oversight for the Enterprise and US Capital Adequacy reporting and management activities. The department is responsible for the oversight of a diverse range of capital risk management activities that includes the independent review and challenge of US and Enterprise Capital reporting, stress testing, limit calibrations and capital actions.


The Manager will contribute and lead in the assessment of key capital risks through identification, control, and ongoing review.


Key Accountabilities



  • Contribute to the buildout for the second line oversight of Capital Management, including the independent review and challenge of capital reporting, stress testing results, limit calibration, and capital actions.

  • Act as a thought leader for the Independent Capital Risk Evaluation which includes a review of processes, procedures, and controls to ensure that the business, controls, and infrastructure functions are meeting risk management requirements.

  • Provide leadership and analytical support in the identification and assessment of risks and make recommendations to better manage TD's Risk appetite.

  • Take corrective action and recommend or implement changes to procedures, as required

  • Act as a key liaison with business partners including TBSM, Front Office, second-line risk partners, and Internal Audit.

  • Support established enterprise-wide risk escalation, review and approval processes, data management, policies and risk assessment processes.

  • Lead or contribute to cross-functional / enterprise initiatives as an organizational or subject matter expert helping to identify risk and provide guidance for complex situations

  • Ensure business operations are following applicable internal and external requirements (e.g. financial controls, segregation of duties, transaction approvals and physical control of assets)

  • Oversee or lead the facilitation and/or implement actions and remediation plans to address risk and governance issues

  • Keep abreast of emerging issues, trends, and evolving Capital regulatory requirements and assess potential impacts.

  • Maintain a positive risk culture and work environment that promotes service to the business, quality, innovation and teamwork and ensure timely communication of issues and points of interest


Job Requirements



  • Undergraduate degree in Finance, Risk, Economics or related field

  • 5+ years relevant experience in Capital, Risk, Treasury, Accounting/Finance or Audit preferred

  • Demonstrated strong conceptual and analytical abilities and able to deal with ambiguity

  • Familiarity with capital planning and stress testing regulations is an asset

  • Strong internal control orientation

  • Exceptional problem-solving and investigative skills

  • Strong communication skills (both written and verbal), and able to present and make recommendations to senior management

  • Effective interpersonal skills and able to establish productive relationships with different stakeholders.

  • Ability to coordinate and prioritize multiple initiatives and meet tight deadlines
