The Opportunity


Reporting to the Manager, Human Resources, the Human Resources Business Partner (HRBP) provides both strategic and tactical HR counsel across a multifaceted unionized and non-unionized environment.


As a trusted advisor, the HRBP supports leaders in navigating workforce planning, labour relations, organizational design, performance management, talent strategy, and employee engagement. This role plays a critical part in aligning people practices with WCB’s strategic goals while fostering a respectful and inclusive workplace culture.


Strategic HR Partnership



  • Act as the primary HR contact within an assigned portfolio.

  • Provide proactive coaching and guidance to leaders on employee and labour relations matters.

  • Identify people-related risks and collaborate on mitigation strategies.

  • Align HR initiatives with broader organizational objectives.


Workforce & Organizational Planning



  • Assess and align headcount, job descriptions, and structure with short- and long-term business needs.

  • Lead or support organizational design initiatives, including role optimization and team restructuring.

  • Translate structural changes into practical implementation plans, including Collective Agreement and change management considerations.


Talent & Performance Management



  • Support performance planning and assessment processes.

  • Advise leaders on promotions, reassignments, and terminations.

  • Collaborate with Talent Acquisition to ensure recruitment practices align with policy and Collective Agreements.

  • Contribute to the maintenance and evolution of WCB’s Enterprise Competency Framework.


Labour Relations & Dispute Resolution



  • Serve as the primary point of contact for Labour Relations matters.

  • Interpret and apply Collective Agreements and relevant labour legislation.

  • Lead grievance investigations and facilitate dispute resolution processes.

  • Build collaborative working relationships with union representatives.


Culture, Engagement & Policy



  • Support respectful workplace processes and investigations.

  • Advise leaders on employee engagement tools and cultural initiatives.

  • Manage job evaluation and reclassification processes.

  • Contribute to the development and refinement of HR policies and programs.

  • Analyze HR data and trends to inform evidence-based decision-making.


The Ideal Candidate


You are a confident and thoughtful HR professional who balances business acumen with strong labour relations expertise. You bring:



  • A university degree in Business, Commerce, Human Resources, Industrial Relations, or related discipline.

  • A minimum of five (5) years of progressively responsible HR experience in a unionized environment.

  • Demonstrated experience managing complex employee and labour relations matters.

  • Strong organizational design and workforce planning capabilities.

  • The ability to interpret and apply Collective Agreements with sound judgment.
