<p><h3>Senior Manager, Project Governance & Financial Planning - Global HR</h3><p>Requisition ID: 235716</p><p>Join a purpose driven winning team, committed to results, in an inclusive and high-performing culture.</p><p>The Senior Manager leads and oversees the governance of Global HR’s project portfolio in Canada, ensuring plans/initiatives are executed and delivered in support of the team’s business strategies and objectives. The role ensures all activities are conducted in accordance with internal policies and procedures. You will provide financial expertise and project portfolio guidance to the HR community. The role drives portfolio planning, prioritization and business case approvals, produces global HR executive portfolio reports, and ensures compliance with the Bank’s Enterprise Delivery Framework (EDF). The Senior Manager enables successful project funding and advocates for the Bank’s enterprise delivery framework by acting as a central point of contact with the Enterprise PMO, ensuring GHR’s project portfolio remains compliant with the financial requirements under each project delivery gate, from project initiation to project close and post-implementation review. The Senior Manager is also accountable for day-to-day opex management within the HR Services organization, including FTE forecasting and other expenses.</p><p><b>Role responsibilities</b></p><ul><li>Lead and drive a customer-focused culture throughout the team to deepen client relationships and leverage broader Bank relationships, systems and knowledge</li><li>Drive and sustain adoption of project initiation, project prioritization and business case approvals that enable successful delivery of the Global HR project portfolio</li><li>Lead the HR Divisional PMO (Governance function) and maintain relationships with the Enterprise PMO (ePMO) to strengthen HR compliance to enterprise project management requirements under the gates: Idea Prioritization, Business Case Approval and Post Implementation Review (PIR), including Lessons Learned and Benefits Validation</li><li>Lead monthly consolidated project portfolio reporting to Global HR Steering Committee, with key messages on financial and/or execution risks and mitigation tactics</li><li>Collaborate across Global HR to drive annual planning activities for the departments project portfolio, including prioritization of initiatives with the HR executive team</li><li>Provide project financial expertise to project leads and managers through timely engagement and/or guidance on Enterprise requirements, project financial approaches, reporting requirements and tools (e.g., idea creation, business case process, SmartStream reports, Project Forecasting tool, CAPPM, NIRA)</li><li>Ensure continuous improvement of monitoring and measurement capability of the HR portfolio using data from the Bank's financial systems to provide directional insights</li><li>Maintain currency of knowledge in enhancements to the Enterprise Delivery Framework and ePMO processes and tools</li><li>Work with HR leadership to manage OPEX, including FTE forecasting and other OPEX needs (e.g., training, travel)</li><li>Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions</li><li>Foster an environment where the team pursues effective and efficient operations in line with Scotiabank’s Values, Code of Conduct and Global Sales Principles, ensuring adequate day-to-day business controls to meet obligations related to operational, compliance, AML/ATF/sanctions and conduct risk</li><li>Build a high-performance environment and implement a people strategy that attracts, retains, develops and motivates the team through inclusive leadership, clear vision, and succession planning</li></ul><p><b>Skills</b></p><ul><li>5+ years of hands-on experience managing/forecasting department budgets (Capex/Opex)</li><li>5+ years of deep expertise in financial analysis & reporting (CPA, CFA or similar certification an asset)</li><li>Strong capability in project portfolio planning and management (including project prioritization frameworks, capacity planning, cost estimating, portfolio sequencing)</li><li>Executive-level analytical and presentation skills (Excel, PowerPoint, etc.)</li><li>3+ years of experience in program/project governance methodologies</li><li>Knowledge of project management lifecycle; PMP or similar certification an asset</li></ul><p><b>What’s in it for you?</b></p><ul><li>Manage 3 to 4 direct reports</li><li>High analytical skills to continuously improve process effectiveness</li><li>Strong collaboration across the Bank, acting as a key contact to CPMO, DPMO and EO Finance</li><li>Contributes to reporting at the Bank’s Divisional level for Global HR, Marketing and Real Estate project portfolio under the SIP committee</li><li>Financial dimensions include the annual divisional project budget (direct and capital expense)</li><li>Financial systems include OBI, OPEX, SmartStream</li><li>Project management systems include CAPPM and Project Forecasting tool</li></ul><p>Location(s): Canada : Ontario : Toronto</p><p>Scotiabank is a leading bank in the Americas.
