Job Overview

We are seeking an experienced Senior Change Manager (CM3) to lead change management initiatives for the Provincial Digital Referral Program, a major eHealth transformation project in New Brunswick. This program aims to implement a fax-free digital referral system to improve healthcare access, efficiency, and quality of care across the province.

As a key member of the project team, the Senior Change Manager will be responsible for developing and executing comprehensive change strategies, stakeholder engagement plans, communications, training tools, and readiness assessments. This role will work closely with executive leadership, healthcare providers, administrators, and IT stakeholders to ensure successful adoption and sustainability of the initiative.

Key Responsibilities

  • Lead the design, development, and implementation of comprehensive Change Management Plans.
  • Conduct change impact and readiness assessments; identify risks and mitigation strategies.
  • Develop and execute stakeholder engagement and communication plans using multi-channel approaches.
  • Create and manage communication materials tailored to diverse stakeholder groups.
  • Build and support networks of change champions across organizations.
  • Support benefits realization activities and contribute to program evaluation.
  • Design and support training strategies, onboarding tools, and reference materials.
  • Collaborate closely with eHealth and Digital Health teams to ensure alignment across initiatives.

Mandatory Qualifications

  • University degree, college diploma, or equivalent combination of education and experience.
  • Minimum 5 years of IM/IT experience.
  • At least 5 years as a lead Change Manager on large-scale, transformational initiatives
    (multi-organization, 12+ months in duration, 8+ participating groups).
  • Bilingual in English and French (spoken and written).
  • Must be based in Canada; preference for candidates able to work on-site in Fredericton, NB.

Desirable Experience

  • 8+ years of change management experience using industry-standard methodologies.
  • Proven experience developing change strategies, stakeholder engagement plans, and communication frameworks.
  • Experience conducting readiness assessments and managing change networks.
  • Experience within healthcare or eHealth environments is highly preferred.
  • Change Management certification (e.g., Prosci) is considered an asset.

Additional Information

  • Hybrid work model available; on-site onboarding in Fredericton, NB is required.
  • Occasional travel within New Brunswick may be required (reimbursed as per GNB travel rates).
  • SNB will provide required devices; phone services are not included.
