<p><strong>Program Manager – National Defence Infrastructure Projects</strong></p><p>We are seeking a seasoned leader to oversee a high-performing team delivering critical defence infrastructure projects across Canada. This position involves managing large-scale, high-profile programs from initiation through completion, with a focus on aviation-related facilities and associated systems.</p><p>The role will involve leading 8–10 direct reports, providing strategic oversight, and ensuring service excellence. Candidates must be fully bilingual and eligible for Secret clearance, which requires a minimum of 10 years’ residency in Canada. Relocation assistance may be available for the right candidate.</p><p>You will work closely with clients, contractors, consultants, and stakeholders to ensure projects are completed on time, within budget, and to the highest standards. This is a senior operational role combining people management, financial oversight, and technical leadership, with responsibilities spanning multiple service areas and geographical regions.</p><p><strong>Key Responsibilities</strong></p><ul><li>Direct day-to-day operations for major, multi-disciplinary infrastructure programs, integrating various service streams to achieve strategic objectives.</li><li>Manage financial planning, budgeting, and performance metrics for the business unit.</li><li>Supervise and mentor team members, ensuring professional development and optimal resource allocation.</li><li>Oversee quality control processes, review deliverables, and conduct site inspections as needed.</li><li>Develop and maintain strong client relationships, ensuring alignment between service delivery and client goals.</li><li>Lead risk management, contractual compliance, and stakeholder engagement initiatives.</li><li>Represent the organization at industry events, consultations, and meetings.</li></ul><p><strong>Required Experience & Qualifications</strong></p><ul><li>University degree in construction management, engineering, architecture, environmental sciences, or a related field, plus significant leadership experience.</li><li>Strong track record in managing complex infrastructure or engineering programs.</li><li>Bilingual in English and French.</li><li>Familiarity with project, contract, and risk management principles.</li><li>Ability to obtain and maintain Secret security clearance.</li></ul><p><strong>Work Environment</strong></p><ul><li>Primarily office-based with occasional travel and on-site visits, including to active construction areas.</li><li>Hybrid work options available.</li></ul><p><strong>Compensation & Benefits</strong></p><p> This role offers a competitive salary plus a benefits package valued at approximately 25–30% of base pay, which includes:</p><ul><li>Defined benefit pension plan</li><li>Employer-paid health, dental, and disability coverage</li><li>Generous paid leave, including maternity/parental top-up</li><li>Wellness and mental health allowances</li><li>Health spending account</li><li>Virtual healthcare services</li><li>Travel benefits and hybrid work support</li></ul><p></p>Browse Jobs in Canada by City
