ABOUT THE ROLE

Reporting to the Senior Project Manager, is responsible for coordinating and assisting with the statutory processes, planning, preliminary design, specialist investigations and impact assessments involved in Environmental Assessments; also responsible for assisting with the design and preparation of contract drawings, tender documents, specifications and estimates for road construction projects, and assisting with the tendering, award, and management of projects during construction.

WHAT YOU'LL BE DOING

  • Reviews transportation studies for capital projects and provides comments, background information, data, and analysis.
  • Assists in leading environmental assessment studies including preparation of the needs and justification, public consultation, transportation analysis, assessment of alternatives, compliance monitoring, and preparation and review of documentation as required.
  • Analyses data to determine design requirements.
  • Carries out the design, investigation, and analysis of drainage for road construction and development projects. Prepares storm sewer and culvert designs.
  • Carries out site inspections to ensure accuracy of base plans and for special detail design situations.
  • Calculates or checks quantities and cost estimates for road construction projects and for development projects affecting Regional roads.
  • Liaises with consultants, contractors, public, Regional staff, outside agencies and other stakeholders regarding the planning and delivery of capital projects.
  • Assists in leading Environmental Assessment consultation activities, including maintaining large contact databases, delivery of statutory notices, planning stakeholder meetings/events and public information centres.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.

WHAT WE'RE LOOKING FOR

  • Successful completion of a three (3) year Community College Diploma Program in Civil Engineering Technology or related field or approved equivalent combination of education and experience.
  • Minimum three (3) years' experience in planning, designing, drafting, and constructing of urban roadways/streets. Experience in the areas of active transportation, transit, storm/infrastructure, and utilities.
  • Experience with undertaking stakeholder and public consultation activities and study documentation, as required by the Environmental Assessment Act.
  • Proven experience in dealing with budgets and schedules and dealing with technical and financial data, to find positive solutions to complex issues and challenges.
  • Knowledge of fundamental aspects of road design, surveying, and survey applications.
  • Familiarity with relevant legislation and standards including Highway Traffic Act, Ontario Provincial Standards and Ontario Traffic Manual.
  • Knowledge of transportation planning, traffic engineering and road design and construction fundamentals, as well as guidelines and standards, such as Transportation Association of Canada Geometric Design Guide for Canadian Roads, Ministry of Transportation Geometric Design Standards for Ontario Highways Manual and Municipal Class Environmental Assessment.
  • Demonstrated ability in the Region's core competencies.
  • Current knowledge on local and regional transportation issues.
  • Good interpersonal skills and ability to build positive relationships and work effectively with diverse groups of specialists and public and private sector stakeholders.
  • Computer literacy utilizing MS Office software applications, as well as significant demonstrated experience with the application of specialized software relevant to the technical specialty, for example, AUTOCAD.
  • Valid Ontario Class "G" Driver's License in good standing and reliable vehicle to use on corporate business.
  • Strong ability to develop relationships and work in a welcoming and inclusive environment, where diversity is celebrated and where everyone can develop to their full potential.
  • Excellent analytical skills and ability to organize data in a structured, traceable, and proficient manner.
  • Ability to undertake comprehensive technical studies and write technical reports.
  • Ability to develop creative and innovative solutions to solve complex problems.
  • Ability to review, interpret and critique technical reports and engineering drawings.
  • Ability to work effectively independently or as part of a team.
  • Ability to work outside regular business hours as required.
