Youth Empowerment and Support Services (YESS) is currently seeking a qualifiedFull-Time Permanent Manager of Programs.
What We Do:
Youth Empowerment and Support Services (YESS) is a not-for-profit organization working with youth facing difficult realities. Based in Edmonton, our Youth Support Centre provides immediate and low-barrier 24/7 sleep support and individualized wrap-around supports for young people aged 15 - 24.
We work collaboratively within a network of care focused on the prevention of youth homelessness by providing youth with the necessary supports to stabilize their housing, improve their wellbeing, build life skills, connect with community, and avoid re-entry into homelessness.
At YESS, we care about the well-being of our team. Our onsite Wellness Practitioner provides support during challenging times, offers guidance on stress management, and promotes overall health and balance. After 90 days of employment, staff also have access to a comprehensive benefits package that includes a personal health spending account.
Job Summary:
The Manager of Programs is responsible for the development, oversight, and evaluation of YESS programs to ensure high-quality, data-informed service delivery that aligns with organizational goals. This position blends leadership, program management, quality assurance, staff development, and stakeholder engagement to drive
accountability, and outcomes across the organization.
Responsibilities:
Program Management & Service Delivery:
- Support the planning, execution, and evaluation of programs in alignment with the organizational strategic plan.
- Oversee the daily operations of all client-facing programs, including intake, crisis response, transitional housing, and specialized supports.
- Collaborate with leadership and cross-functional teams to integrate programming and a philanthropic culture into broader organizational
goals
- Implementation and evaluation of Program design across YESS sites, ensuring alignment with accreditation standards, values, and youth voice.
- Ensure programs are responsive to the diversity of youth experiences, including identity, trauma history, and systemic barriers.
- Lead and empower a multidisciplinary team that supports youth in crisis through coordinated, evidence, trauma informed, and relationship-centered programming that strengthens outcomes and community connections.
- Embed continuous learning and professional development within program teams to strengthen expertise, adaptability, and excellence in youth engagement and outcomes.
- Model collaborative, transparent, and inclusive leadership that embodies YESSs values of Courage, Commitment, and Connection.
Administration
- Serve as the organizations administrator for all Programs and relevant internal systems.
- Manage system configuration, user access, reporting dashboards, and data integrity across all programs.
- Develop and deliver onboarding, training, and ongoing coaching for staff on data systems to ensure confident and consistent use.
- Design and prepare reports and evaluation tools to inform decision-making and performance monitoring.
- Oversee the development and maintenance of program policies and procedures.
Data Driven Decision-Making
- Maintain oversight of annual budget for programs ensuring fiscal responsibility, transparency, and sustainability.
- Develop and implement quality assurance and performance measurement tools, including compliance with relevant accreditation and regulatory standards (e.g., CARF).
- Anticipate, assess, and mitigate organizational risks related to service delivery, safety, and operational continuity.
- Foster a culture of data-informed decision-making, using key performance indicators (KPIs) and outcomes to improve service quality and demonstrate community impact.
- Regularly analyze data to assess program effectiveness and recommend improvements.
Community Engagement
- Build and sustain strong, collaborative partnerships that expand access, improve coordination, and amplify collective impact across Edmontons youth-serving ecosystem.
- Represent YESS as a trusted sector leader, participating in policy development, advocacy tables, and community planning processes that shape the future of youth services.
- Engage youth, families, and community partners as co-creators in program design and evaluation.
- Strengthen YESS reputation as a connector, convener, and innovator within the community.

Qualifications/Experience
- Undergraduate or graduate degree in social work, psychology, public administration or a related field
- 35 years of leadership experience in program management, preferably in the non-profit or youth services sector.
- Demonstrated expertise with data management systems, project management tools and program development
- Knowledge of issues related to youth homelessness, mental health, and trauma-informed care.
- Training in first aid, and/or non-violent crisis intervention
- Training in suicide intervention and harm reduction
Other Requirements
- Can obtain a clear police information check (PIC) and a Child and Youth Intervention (CYIM) check
- Valid class 5 or higher drivers license and drivers abstract
- $1 million PLPD Personal Liability Protection
- Ability to work flexible hours and participate in the on-call rotation in support of 24/7 programming.
