Position Summary:

The Engineering Manager will be responsible for development and management of vessel maintenance and overhaul scheduling and execution, as well as budget development and tracking. This includes the development of maintenance and upgrade timelines, budgets, and funding requests, as well as onsite execution of associated work. These tasks will be performed in cooperation with the Program Manager and Port Engineer. An overarching function of this role is to ensure all operations conform to contractual requirements and meet company goals while promoting and maintaining the utmost integrity and highest standards of service.

The Engineering Manager will function in support of DoD government and commercial marine contracts. The ideal candidate will have demonstrated progressive experience in vessel maintenance and overhaul planning and execution for DoD and/or commercial contracts in a fixed price environment. Candidates should have experience managing complex repair plans, development of vessel alterations and upgrades, obsolescence planning, and repair and drydocking evolutions.

Duties and Responsibilities:

  • Develop and maintain long-term vessel maintenance and overhaul schedules
  • Develop and maintain maintenance budgets for government planning and approval
  • Create and submit funding requests for vessel maintenance and overhaul evolutions
  • In conjunction with Port Engineer and vessel crew, identify and track planned maintenance, condition monitoring, vessel alterations, and scheduled overhauls
  • Assist Property Control Manager and Purchasing Manager with developing and maintaining vessel parts and stores allowances and inventories
  • Develop and maintain strong vendor relationships with Original Equipment Manufacturers and authorized technicians
  • Assist vessel crew and Property Control Manager with the identification of suitable parts, repair materials, and vendors
  • Attend and assist Port Engineer in the management of scheduled and unscheduled Vessel Repairs Alongside and Regular Overhauls in vessel’s area of operations
  • Assist Port Engineer in the development of Regular Overhaul work specification packages
  • Maintain communication and a working relationship with all Government contract administrators and engineering staff
  • Develop and manage vendor development of vessel alterations and upgrades
  • Assist Port Engineer in mitigating and repairing vessel equipment obsolescence
  • Maintain thorough understanding of applicable contract requirements and deliverables as related to property control and acquisition
  • Assist with management of Purchase Order Log and related data and documentation
  • Assist with processing of vendor invoices with required annotations and attachments required for reimbursement
  • Enter and validate reimbursable data within reporting and accounting system
  • Maintain organized system of physical and digital records
  • Demonstrate strong attention to detail along with the ability to develop new and improved systems to increase process efficiency and reliability, as well as identify/uncover potential risks for our company
  • Demonstrate high degree of proficiency with MS Office Suite, web-based applications and databases (specifically Excel) Ability to work with integrated team of varying seniority levels, including staff, managers and external partners
  • Ability to work in fast-paced, quickly-changing environment
  • Accept changes of direction in work and priorities with a positive attitude
  • Additional job duties as assigned.

Requirements & Qualifications:

  • Possess a minimum of five years’ experience as a Port Engineer having managed and negotiated at least five shipyard availabilities for ocean going ships with award value greater than three million dollars.
  • Possess a minimum of six years' experience serving aboard commercial ocean-going ships as either a Chief Engineer or a First Assistant Engineer unlimited.
  • Possess 12 years’ total experience comprised of one or more of the following:
    • An engineering related degree (e.g. Marine Engineer, Marine Architecture; Mechanical Engineering). A bachelor’s degree will count for three years’ total education experience. A Master’s degree will count for four years’ total education experience. A doctorate degree will count for five years’ total education experience.
    • Experience gained while employed by a shipyard in a technical management position.
    • Serving active duty in the military performing duties substantially the same as a Port Engineer.
  • Willingness to travel 35%
  • US citizen, eligible for DOD security clearance at SECRET level.
  • High degree of proficiency with MS Office Suite, web-based applications and databases (specifically Excel)
  • Experience working with federal government contracts.
  • Preferred:
    • Former DoD experience highly desirable (military or civilian)
    • Experience in defense industry and/or engineering and construction preferred
    • Experience with MS Excel advanced formulas and functions in calculations and analysis
