Halifax Regional Municipality is inviting applications for the permanent full-time position for an Engineering Assistant in Traffic Management Public Works.

Under the direction of the Manager, Right of Way, Traffic Management, the Engineering Assistant will be responsible to review applications, prepare permits and to provide technical support in a variety of permitting and right of way management activities and the provision of efficient customer service.

DUTIES AND RESPONSIBILITIES:

  • Analyse, review, and prepare street & services permits for construction and other activities within the HRM right of way. This includes utility capital projects – such as water mains, natural gas pipelines, underground power and telecommunications conduit structures and wiring, power and telecommunications poles, overhead wiring, structures, and anchors – the Municipality's Capital Works, driveway accesses, sidewalk cafes, overhead banners, film shoots, and oversize loads.
  • Compile and organize permit application files and records. Prepare cost estimates for permitting and related fees.
  • Review engineering drawings and provide advice to the Right of Way Engineer related to proposed construction within the right of way.
  • Develop and provide oral and written reports, applications and recommendations related to right of way permitting matters.
  • Prepare street closures for construction, street parties or special events for approval of the Right of Way Engineer. This includes street closures requested by Traffic Services.
  • Responds to inquiries from the public, HRM staff and utilities, consultants, internal and external agencies. Provide detailed information, technical advice, interpretations, and general advice to applicants, consultants, contractors and other agencies respecting permitting and other right of way activities.
  • May perform other related duties as assigned.

QUALIFICATIONS:

Education & Experience:

  • Diploma in Civil Engineering or Civil Engineering Technology
  • A minimum of four years' experience in municipal engineering or combination of education or experience.

Technical/Job Specific Knowledge and Abilities:

  • Understanding of the Municipal Government Act, Municipal Bylaws, Policies, Plans and Procedures related to right of way approvals and activities.
  • Municipal design & construction codes.
  • Proficiency in basic computer operating systems including Outlook, GIS, MS Word, Excel. Experience with POSSE would be an asset.
  • General understanding of HRM's organizational structure and the specific working relationship between Right of Way Services and other HRM business units.
  • A valid Nova Scotia Driver's License and use of a personal vehicle, in accordance with applicable HRM policies, are necessary.
  • Ability to read and interpret engineering drawings, HRM Design Guidelines and HRM Bylaws.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.
